My dear Sir

I take the Liberty of transferring to you by this mail, the Report of the Committee of Ways and Means, and also the act for imposing a direct tax. Will you have the goodness to examine them, and give me your opinion on their Provisions and your judgment deflecting on these subjects, cannot fail of affording much light to my friends, and will confer in me a great obligation- I have reason to believe the administration has dispatched the mission to Russia, unembarrassed by any questions, but those which concern the avowed objects, or, Peace with Great Britain. As is distinctly stated, that they have not the smallest motivation of again moving the Project of the ships protecting the goods. And I further am informed, that the government will accept a substitutable state more restrictive on their navigation __________ from England a temporary suspension of their right of ____________ from our ships. They are aware though we will not recognize their rights, and that we have no power to compel them as men at this board, and Kentucky only excepted, expect an ardent desire for Peace. There is evidence to my mind of the Public Sentiment on this interesting subject.
